Are you able to swap out the weaver style rail for a picatinny on the 10 22 31210?

I was planning to buy just a completed lower before the August, and eventually build out another AR. I am now hearing conflicting things about wether or not uppers will also be affected? Is there any clarification on that as of now?

My buds 2 pro with in the last month have become extremely quiet but only on certain media? If I'm watching commentary on reddit/youtube I have to turn them up to around 80 percent volume to be able to hear anything at all where as music is completely fine and gets super loud. The only time they went briefly back to normal was when I reset them in the wearable settings but ended up going back to the same issue when the reset was over.
