He was certainly able to make QSOs in the 1960s and there are QSL card archives which confirm contacts with him, but for the average person, what was the procedure to get a license? How easy was it to obtain components or ready-made equipment? What sort of inspections were made? Was conversation restricted to remarks of a personal character or technical nature, and how much monitoring was there to ensure compliance in practice? Were hams expected to go via state-affiliated clubs, or could this be done as an independent activity?
