The Desktop and Mobile version have different numbers (14 desktop/16 mobile).

It's a website UI that can be updated or changed at any given moment, it's not permanent. The game is star far away.

What else should they have put there? They are trying to be consistent with that part of the website. It wouldn't look as good if those empty slots didn't exist.

Finally those slots are there to convey more characters, to keep people excited for new reveals but no specifics from anyone at Riot have said or confirmed the number of characters in Project L base roster.
