So, in my opinion, Rylai is situational at best. I think the item's stats don't contribute much to Seraphine (without haste or mana) and his passive, even though it has a cool interaction, I think the game in the current situation already favors the scenario of the enemy being slowed to improve the E's CC. In team fights, 90% of the time there is already someone applying slow besides you, so I prefer to take Rylai's slot to fit an item with more beneficial stats.

What is your opinion on a robin+jingliu team? Personally, I believe that the extra turns provided by robin and the critical buffs go very well with jingliu's gameplay style. Adding to this, jingliu can activate robin's concerto attacks very well during her extra turns.
