so I created prastab.com - where people can go post civic issues and issues they want government to look at. this is fully community maintained system (based on Shree points; like karma on reddit) - people post issue, vote to escalate and vote to mark as resolved. winning tenders thru lowest-bid in criteria based entry system is bullshit.
there should be a decentralized etender platform, and someone just doesn't win because they bid the lowest, there has to be merits of the company based on past works and the cover letter/video oath for the project, and the public blockchain based voting system that will let citizens vote and pick company for all public projects. it should be very difficult for any company to redeem themselves after known corruptions and mishandled projects
