When was the last time they reduced gold costs for upgrades? Sitting on 4 mil gold and not sure if I should just dump it all or wait

If I want to make a pokemon tankier, should I max out HP first or split it between def and sp. def?

If I want to be tankier against physical attacks, is it still better to boost HP, since it works against both types of attacks?

I only played the tier 8 and 9 so far.

Tier 8 felt pretty underwhelming.

Tier 9 feels decent but not outrageous, do tier 10 and 11 get better? Looking at the stats, it seems like they get a big boost in DPM and clip damage.
