Is this a dumb idea? if so how much of a dumb idea?

I have flush rails I'm planning to put Thule Wingbars on to support a hard shell pop up tent. From memory the tent either exceeds the listed load limit by about 1kg or so, is this completely off the table?

Posting from outside of Canada here; I've had some alarming messages from a Canadian friend of mine that indicates she may be attempting suicide tonight. What can I do in the way of contacting any emergency services if required?

She won't go to the hospital voluntarily it seems.
