Even in her pen she isn't pooping in the litterbox all the time anymore. Right how she is laying down and has pooped on her own feet. Her poops look normal, should I be worried?

We got a taller gate for our bunny because she can apparently jump over 30" now. But our cats can't get over it either, so we set up wall shelves so they can use them to jump up to go upstairs. My younger cat is smart and figured it out right away, but my older cat is stubborn and refuses to do it. I've enticed him with all the treats in the house and he doesn't care.
