Where game, HoYo?

I know miHoYo really likes to exploit this troupe for cliffhangers, but do we really need three diferent factions (Marcel girls, the dude with Youkai, "Ramiel") doing the exact same "oh, so mysterious" thing?

The description of the skill reads "The special attack action can execute other attacks when the special gauge is at 50% and 75%, dealing 1x/1.5x/2x their strength as Skill Damage,"

The thing I'm missing here is that I do not know what's supposed to be the base damage on which to apply that multiplier. It kind of reads as if the base would be the damage of True Dragon Form, but that'd still make no sense since it'd imply both the 50% and 75% skills have the same base, which is incompatible with the way they deal damage (the 50% would be useless then, as it requires aiming, and it's maximum damage possible would be the same as the 75% one deals in a single AoE hit)

Anyway. I messed up and clicked the option that interrupted the conversation. Does anyone know what Perception has to say when you listen to its motives.
