What's next? Do I start constructing scenes & filling in the gaps? Perhaps something simple like one or two line summaries for each chapter, including this or that character present, advancing the story.

I wrote in the Arknights fandom. Just a short one-shot that was rattling in my head for years. I'm eager now to do other works & write the stories I'd like to read. There's a few projects I've in mind that I've been wanting to do and now I feel encouraged to do more.

I've been stuck like this for a while.
While I've got a strong start with definitive developments in the first plot point & arc, I get more general later on with where I want the story to go in its climax and resolution. Feels like I'm treading water & I'm frustrated with this because I really want to write this story.
It's real short: involving a Penguin Logistics delivery with Croissant, Texas and Exusiai. I can't find the damn comic/manga, any links?
I'm remembering the ending with the totaled car that Emperor comments on.
Starting my first draft.
It's not complete. I've got down scene ideas, whom to characterize in what direction, fragments of dialogue, still trying to grasp a particular character. This is gonna be a looooong story considering the verses I want to crossover. I got inspired by a particular story on Ao3, which made me angrily wonder why someone hadn't done X story with this pairing situation (slow burn romance, ya'll.)
