3CX redundant setup

Current setup:

3CX along other VMs on 3 Hyper-V Host's.

Hyper-V hosts are stand-alone configured currently (plans are in-motion to get them into a cluster).

If the host the 3CX VM is on, the phone system goes down.

On one side we can fix this with hyper-v clustering, on the other side if the internet line drops we'd still do down.

Now I also have some "free" azure credits, I can host the main (or stand-by 3CX VM) there (e.g. cloud).

Proposed setup:

3CX VM on Azure (as primary) + basic S2S VPN to on-prem datacenter for link to DC, so I can store the 3cx config backup's locally and reach a 2nd 3cx for standby.

If I were to deploy a VM via 3CX customer portal to Azure, will to always become the active 3CX PBX? or can I have it be deployed as a vm and set it up as the PBX to be used if the one in datacenter "drops out" ?
