Blueprints permanent?

I have a quick question. Are finished blueprints gone after the Monolith reset?

I think the description is not clear, it says the progress is gone.

So maybe only unfinished blueprints are hit by a reset?

I think if they are really all gone, it kills the whole purpose of blueprints since e.g. AK-12 needs 12k chrono and why should you unlock such blueprints if they're gone anyways?
