How do I ask correctly for retraining Kurs as Welder at my local Arbeitsamt?

I belong to Aschaffenburg Arbeitsamt, and last 4 times I have been there for other stuff, they told me to make an in-persom termin just for this, then last time I did do that, but they have cancelled it and made it into a call-in termin.

Then when the guy called me, he told me he doesn't know how it works, but he wished me good luck and hanged up.

I have wished to be a welder since teenage years, and now I fi ally have access to welding masters to teach me, at every class I have contacted they told me its completely paid for by the Arbeitsamt, and I have to just ask.

Im at a loss.

Anyone with experience who could advise me here?
