Bill Cipher Cosplay

Hey all!

I'm making a humanoid Bill Cipher cosplay, as you do, and need some advice on how to create my dream prop. I plan to make his singular eye out of clay foam and place it in the center of my bowtie. I will also be including a voice filter box.

I want to have a strip of sound-activated lights, ideally around the clay eye (but I will settle for them being around the voice box). Whenever Bill speaks, he lights up with each syllable, and I want to replicate it... Any ideas on how to achieve this?
