Launcher apps to help with smartphone

Has anyone had success using a launcher app like elder launcher https://play.google.com/store/apps/details?id=xyz.arjunsinh.elderlauncher

To dumb down a smart phone? I've been looking at dumb phones but then I lose the ability to be able to track my mam when she wanders due to them not allowing app downloads.

This I think may be a good inbetween while she still likes and is able to go out and about on her own but struggles with her current mobile.
