Hunzais in Dubai, did you face any visit visa issues recently?

Last year my mother's visa was rejected twice, we found out through a travel agent there is some kind of a ban on Hunza among many other districts of Pakistan. However, I recently traveled without any problems. Has someone faced the same issue recently?
