Secure container at the lowest part of the vehicle lift not there?

I've just spent an hour running about the bunker with a find and stash intel quest. This one has me picking up intel in the elevator control room and I'm supposed to stash it in a secure container at the lowest part of the vehicle lift. Only problem is I can't find a secure container anywhere near the bottom of the vehicle lift. Is it glitched or am I just looking in the wrong place? I'm thinking it is the former as the vehicle lift is a small area and the lowest part is just one room and then it is the military base cave.
