Trump signs quantum EOs (6/22/26) — gov't wants commercial quantum computer by 2028. Stock picks inside.

Trump signed two executive orders Monday: (1) build the first scientific-grade quantum computer by 2028 via DOE/national labs, (2) migrate federal systems to post-quantum cryptography by 2030-2031. This follows the Commerce Dept's $2B equity stake across 9 quantum companies last month.

Pure-play picks:

  • IONQ — ~$60s, PT raised to $70 (Northland). Trapped-ion leader, government/Boeing satellite deals.
  • RGTI — $21.93 (+2.67%). 108-qubit chiplet system live on major clouds, targeting 1,000 qubits.
  • QBTS — $24.99 (+1.22%). Only dual-platform (annealing + gate-model) player. Q1 backlog $42.4M, PT raised to $35 (Mizuho).
  • QUBT — Q1 revenue $3.7M (vs. $39K prior year), $1.4B cash position.
  • INFQ — $14.35 (+6.06%). Direct beneficiary of the quantum-sensing/networking directive.

Adjacent/infra plays:

  • SMCI — compute infrastructure, named in coverage as a quantum-adjacent beneficiary.
  • IBM — part of the new Commerce-backed quantum venture.
  • HON (Honeywell/Quantinuum) — Quantinuum IPO'd June 4, 2026.

Caveat: UBS still pegs real "quantum advantage" at 2039 — these are momentum/news plays, not fundamentals plays yet. Names are down 6-9% on other days this month too. Size accordingly.
