Advanced winter uniform

Hi everyone,
I'm near Baikal lake and I just researched Advanced Winter Uniform upgrade, but my soldiers are still cold because they still wear the classic winter uniform (+2 for versus -3 cold).
Is it a bug or do I miss something?
