How to upgrade headmaster's office

Don't remember how but in one save I was able to upgrade the headmaster's office and add new sofa, tables, etc to raise its level. I don't see that option anymore with my new save no matter how many reforms, upgrade that Ive done. Can someone pls tell me how?
