Did Phil Leonetti actually go and see Scarfo Jr after everything?

Just finished Mafia Prince and was wondering if anyone believed the part where Leonetti talks about going back to Atlantic City and surprising Scarfo Jr at his restaurant? He talks about how it was a very friendly exchange where they even made some jokes about Nicky Sr. I just don’t understand how this would’ve been possible and how Scarfo Jr wouldn’t have just killed him on the spot?
