Travel in Milan with Uber? It's a nightmare!

I just returned Canada. I had a really really BAD experience of Uber in Italy. When I estimated the Uber trip on APP, it's 9 Euros, on the Uber Taxi, showed 14 Euros, I am OK with the extra 5 Euros. When I received the bill, I was shocked! 26 Euros! for 1.2 KM only! It was 6:40 am early morning! Is that crazy? I summit complaint to Uber, first time they asked me to provide screenshot of estimate for 9Euros, I could not since I almost in Switzerland. They deny their fault, Second time, when I go back Milan a day later, I sent them the same trip estimate for 9Euros, they gave me 17.5 Euros credit. Sounds too good right? Third time I try to spend the credit and take Uber from a 4star Hotel to a very popular restaurant. No Uber car show up within 10 minutes. I have to use Taxi, The hotel is near central station, a taxi showed up within only 5 minutes. When I returned home, I asked Uber to gave me the credit to my credit card. They said the credit can only use in that region. WTF? No such credit limitation notice and you can't even use Uber any more after they issued the FAKE credit. I heard lots of thieves in Milan, that's right! Uber is one of them!
