Let’s imagine a new restaurant opens. Why can't the city just issue another liquor license?

So here’s the deal: Massachusetts (not Northampton) sets limits on how many liquor licenses most communities can have. Those limits are based largely on population, so when all of the available licenses are in use, new businesses often need to purchase an existing license or wait until one becomes available.

There is one exception. The city can ask the Massachusetts Legislature to approve additional "above-quota" licenses through special legislation. Northampton received seven of these licenses in 2023, but they require state approval and are not something the city can create on its own.

This graphic explains how the licensing system works, not whether Massachusetts' licensing system or Northampton's current distribution of licenses is the best approach. Those are separate policy questions.
