break too early, shift too long

my boss keeps sending me for my break way too early. like an hour + after ive arrived. for example i work at 11:30, today she sent me at 12:45. i work until 6:45 which means im working longer than 5 hours without a break. i know she doesnt have to this because many days she sends me at 1:15 or 1:30. (also too early but whatever)

isnt this against the law? i cant find anything about this work around. its a retail service job.
