Jus got Pichu a bit late

Not long got Pichu from Trophy garden and I’m EV training before evolving BUT it’s level 28 now and I’m worried that by the time high happiness happens it will be levelled too high to learn Pikachu moves. Is that a real thing? Say it gets to level 40 before evolving, will it miss out on Agility?
