While the sources do not mention a single entity called the "non-enforcement industry," they document several prominent organizations, researchers, and open-source movements advocating **against restrictive legal/patent enforcement** or **against legacy "non-enforcement by default" technical architectures**:

# 1. Advocacy Against Patent Enforcement (Open Source & "Patentleft")

* **Anti-Patent Advocacy Groups**: Organizations like the **Open Source Initiative (OSI)** and the **Free Software Foundation (FSF)**, along with independent software developers, strongly advocate against the enforcement of software patents, viewing software patents as harmful to innovation and software freedom.
* **Patent Retaliation & Deterrence**: Open-source communities and major technology companies utilize "patentleft" or patent retaliation clauses in software licenses (such as **Apache 2.0**, **Apple APSLv2**, and **Facebook's BSD+Patents**). These licenses state that if a user files a patent lawsuit against the software creators or contributors, their right to use the software or its associated patents is automatically revoked, creating a global mutual deterrent against patent enforcement.

# 2. Moving Away from "Non-Enforcement by Default" in Browser Security

* **Mozilla Security Engineering**: In web browser architecture, security historically suffered because developers had to explicitly "opt-in" to security checks for new features—effectively resulting in a default state of non-enforcement.
* **Enforcement by Default**: Researchers like Christoph Kerschbaumer at **Mozilla** advocated for shifting the entire industry toward **enforcement by default**. By centralizing security checks in Firefox (Necko/Gecko), security checks are automatically executed for every resource request and server-side redirect unless explicitly opted out.

# 3. Worldwide Open Science & Non-Restricted Data Sharing

* **Global Science Infrastructure**: **CODATA** (Committee on Data of the International Science Council), alongside **UNESCO**, the **Research Data Alliance (RDA)**, the **World Data System (WDS)**, and the **Global Open Science Cloud (GOSC)**, advocates globally for open access and non-proprietary data governance.
* **FAIR & CARE Principles**: They promote international frameworks for machine-readable, FAIR (Findable, Accessible, Interoperable, Reusable) data sharing, resisting proprietary data lock-in and restrictive access enforcement across borders.

# 4. Advocacy for Transparency in AI & LLM Search

* **AI Disclosures Project**: Researchers at the **Social Science Research Council (SSRC)**, **University College London (UCL)**, and **O'Reilly Media** document the "attribution gap," where search-augmented AI models consume web content without citing sources.
* **Mandatory Telemetry Disclosures**: They advocate for standardized search telemetry (using frameworks like OpenTelemetry) and regulatory disclosure rules (in jurisdictions like the EU and California) to ensure content creators are credited and compensated rather than exploited.
