RCBC : Unable to create or add Credit Card on RCBC Pulz online app

So its been more than a year that my bf has his creditcard. He is not able to use the RCBCs online app full potential because he cant add his creditcard or even create an online account. Take note he doesnt have a savings account. Does herealky need one. I also have Creditcards on RCBC but i was able to reguster without any problem and no savings acc? Pls help
