Shadow Hearts Covenant: Grade 3 Fusions

How and when can I upgrade my fusions to Grade 3? I'm already at disc 2 and I still don't have the option to use the Soul Drops at the altars. The guide I've been following was able to upgrade their fusions during Idar Flamme.
