Yorhav and Victoria

I cannot find any clear walkthrough on this topic.

Is there a way to recruit Victoria (keep her out of empire hands) AND not assassinate Yorhav? My first playthrough I completed Victoria's missions, but now that the assassinate Yorhav mission is here I am conflicted. I read elsewhere, if I dont complete Victoria's missions I'll have to end up killing her later. Is that true? Is there a way for both to survive using the demon powers? Thanks!
