Why are some bids fees so high, unrelated to budget?

I dabble in videography and I've noticed different bid fees for the same service, same location, but it appears unrelated to the budget. As in I've seen one bid want ~$26 to bid on a $250 project, but yet I'll see $8 for a $2,000 project... what gives?
