Create pre-approved message template from the API

Hey,

Via WhatsApp manager, we can create a template from a pre-approved template in the library, and it is approved instantly.

Can we do the same via the API? I want to use the exact Meta template to avoid the risk of rejection or reclassification for my clients.

I couldn't find anything in the doc.

Another question, is it possible, as a tech provider, to have a custom template pre-approved by Meta so that it is approved automatically for my clients? I believe Twilio does that. They have their own pre-approved templates, different from Meta ones. Or is it something reserved to BSP only?
