Any Web Dev who could make a website for me at a reasonable rate?

Hi

I need someone who can help me build a website for my cousin. I did have a word with some developers, but the prices they quoted were insanely high for a small crochet business owner like me. Also, I do not even have enough technical knowledge to judge who is being fair and who is making things up.

I have a budget in mind and I am not looking for the cheapest person. I want someone who can understand the idea, is practical and reasonable, and who does not make me feel dumb for not knowing the technical things I should have known before approaching them.

Is there a good web dev or anyone you know, who could build business website at a reasonable rate?
