Best skills and bonus for saboteur?

I have missile and clock maxed and all invested on extra duration but i think the cloak duration maxed out with just extra 2.1s

For passive i maxed the 1st but not the 2nd and tried the 2nd wind seems that nothing happens when my character dies it just respawns to the spawn point with all bonus lost so how does the 2nd wind work?
