Drone weaponry question

Hi everybody!
I have a question about installing weapons on small drones. The Hardpoints section on p76 states, that drones with a base Encumbrance of <3 can only hold pistol-sized weapons. All these drones have 0 Hardpoints. Does that mean they need the Additional Hardpoint-mod to hold a pistol or can they do so without it?

Have a nice day
