The State of Loc Nation GPBC respectfully submits this formal proposal requesting federal funding and authorization for the acquisition and rehabilitation of a vacant municipal building located in your jurisdiction, as well as a parallel location in Washington, DC.

These facilities will serve as the centralized national headquarters for public benefit programs focused on: • Addressing economic injustice and redlining recovery • Creating jobs and workforce development • Advancing reparative justice and housing equity • Supporting underserved and historically disinvested communities

These initiatives are in direct alignment with principles of equity, justice, and self-determination established under the SOLN Restitution Act of 2025.

Federal Nexus and Legal Authority

This project falls within the scope of the Housing and Community Development Act of 1974, including: • 42 U.S.C. § 5305(a)(2): Acquisition of real property • 42 U.S.C. § 5305(a)(4): Rehabilitation of public facilities • 42 U.S.C. § 5305(a)(5): Provision of public services

Funding is requested under eligible CDBG program channels.

Local Contribution and Recognition of LND

To demonstrate good faith and non-federal contribution, the State of Loc Nation GPBC commits to matching the entire proposed budget amount using the Loc Nation Dollar (LND), recognized at a value of 1 LND = 750 USD.

Enclosed is the certified docket sheet demonstrating administrative recognition of LND by the United States and relevant agencies, whose inaction and silence following formal service constitute legal acknowledgment through administrative estoppel and notice doctrine.

This matching commitment satisfies non-federal cost-share expectations and reinforces partnership equity.
