Learning coding and developmental.. need advice and help because apparently there's someone trying to prevent me from learning by marrying my devices and altering my router..

Hey everyone I've been learning coding various different types.. I'm learning now to become a developer.. I've kind of got a unique vision of what I want to become in the use of software.. I love phones and computers I love software I love coding I love using my devices to their true potential without all the fake media and half truths that can be led to but just the typical device and software.. but here lately I've been having an issue.. as I'm trying to learn and improve my base of information I'm having a problem with someone that keeps mirroring my apps planning malware bookworms various different things on my router.. rerouting my GPS.. I'm actually allowed it to happen to a couple of my devices that way I could analyze the data on the phone.. and for a while there kept open it was like ongoing battle but now it's become a pain in my ass because the only thing I'm getting is a bunch of mere stuff and fake stuff and I'm looking for true information not the information that someone's trying to feed to prevent me from getting the information I'm looking for.. any tips ideas of how and what I could do this because they're very good at covering up their IP address and ports.. I'm really getting tired of trying to use Google cuz apparently Google is more than anything hackable... But I'm also having a hard time finding a reliable source of software or apps just please anybody with some help helpful tips or suggestions would be great.. because I'm a type of person that I ain't going to stop till I figure out how to overcome the person doing this to me or persons whichever one and find out who they are i will greatly appreciate any advice I can get thank you in advance
