I'm fairly certain that FTC price-fixing regulations do not apply to the issue of whether or not to accept base rates because drivers don't set the price, Amazon does. However, I am not an attorney and I am not qualified to determine whether or not the regulations apply here. There is a subreddit for legal advice, if you would like to get an expert opinion. I'm not going to approve your post until the information it contains is verified as true and correct, because that could be problematic misinformation.
