Warts?

Hard bump on tip of penis. I've had it for years. Dermatologist just looked at it and said "not a wart". And that was it. No testing done. No other answer for it. Just very curious to what it could be.

Next is a new bump on the side of scrotum. not sure if it's a wart or just an ingrown.
