Disable all Debug Mode in clients, from the server-side

Debug mode is a necessary evil of Minecraft; I want to be very upfront in that it should never be taken out. As someone who has worked on mods before, I don't know what I would have done without it.

That being said: I don't want people on my SMP/AMP server peeking at coordinates (make a map!), or now spying on invisible players. What is a useful tool for programmers has become an easy cheat for players.

EDIT: A great point about still being able to see performance information (fps/memory usage/etc)

What I want is a simple option in server.properties:

allow-client-debug: false

It would also be nice if this could be toggled with a /gamerule, so if something is going wrong, you can toggle it if you need it without a server restart.

I know it doesn't prevent people with hacked clients from using it, but I feel like it's some kind of special power a player shouldn't have (unless, of course, you're a freaking T-800).
