Looks like a really simple version of an over center latch
Edit: op's image comes from a Lithuanian Etsy site, AVworkshop. if they're handmaking those journals..... Wow. It wouldn't surprise me if these clasps are made locally.

These were used for Furcoats.
This comment was the key to finding more like this one. I think they're called fur coat buckles. EDIT: And yet, I can't find this exact model anywhere. Most that I've found are far clunkier than this one.
