Is it true that negotiating or paying will increase odds of posting

Not necessarily. I think paying impacts how hard it will be to get rid of the scammer and how long they will persist. Either way you go (initially paying or not paying), you're going to have to cut contact with the scammer eventually. They usually do not go away on their own (no matter how much you give them, they will always come back for more) so the question is whether you want to cut contact with the scammer while you still have money or after the scammer cleans you out (and probably still comes back asking for more).
Don't pay them shit and do not communicate with them (block and ignore). That's your best bet.
Negotiating is pointless, all that does is drag it out even longer. And paying them achieves nothing apart from increasing the chances of them coming back and putting you out of pocket. The only way out of this is to block them across all platforms and become unreachable so they can’t contact or intimidate you. Also make sure all your social media is private or deactivated for a while.

WARNING...Beware of recovery scammers: It is likely that you will be contacted by a "recovery scammer". These parasites will try to convince you that they can "hack" the scammer and remove your files from their devices.
It's a scam. Please report any of their comments by using the report button (it's hidden under the "..." option). If you receive a DM, please take a screenshot and forward it to the mod team.
