Customers with new accounts can't create username/password for using sftp (to use the "Cloud Archive" service)

first, the instructions on how to log in via sftp are incomplete. The username and the server are clear, but regarding the password for the login the instruction is:

Password (the combination of the following fields): $OS_TENANT_NAME.$OS_USERNAME.$OS_PASSWORD

There is no clarification on what $OS_USERNAME and $OS_PASSWORD are.

They are "OpenStack User" and "OpenStack Password". But how to get these details? It's not obvious. It took me some time to figure out that I needed to use this path:

"Project Management" -> "Users & Roles" -> "Create user"

But this does not work. On the console (Browser's Developer Tools Console) I see error 403 and other errors when trying to create a user. No human-readable error message appears.

I contacted support and they said:

As you have a relatively new account, access is somewhat limited – To request access to roles and users I will need to forward the ticket to the team concerned.

Maybe they have a valid reason not to enable some features to prevent abuse. But it's a very bad UX that the user is not notified about this policy. It looks like a broken control panel (the error message "HTTP 403 Forbidden" is hidden, it's visible only to users who know how to open the console of the browser's developer tools).

Uploading files via sftp or similar methods is a basic feature. I tried to upload via the browser, but it works only for small files. Without the sftp access the "Cloud Archive" feature is not useful for most users.
