Degenerated regenerative braking?

How often do you all have degenerated regenerative braking? It seems like mine is frequently degenerated even around 60% charge. I am in the general Seattle area, so it is pretty cool right now and there are lots of hills. Going down a hill seems to saturate the charging until I also use some power.

Is this temperature related? I don't know how to tell what the current battery temperature is. Does the car use the heat pump at all to regulate the battery temperature?
