Is there a wireless lock that uses a web panel to control access?
I want to be able to remotely lock/unlock a medicine cabinet, or a lockbox with a key to a cabinet if someone needs access, but I want to control access locally on my network with authenticated users and NOT using some cloud based app. Is there any such thing that will let me do this?

Mag lock controlled by an access control unit and a key switch. Access control unit can be whatever flavour of app you use. Just has to be a switch basically. Hell, make it a full access control with a keypad and then you can disenroll people as well.
was hoping for something smaller and less complex than a full access control system like that. My one requirement is that I can lock/unlock it via a webpage or API without the need for an app. (App can be used for setting it up, just not required for actual use)
The "control" can be anything that switches. Since it's not a camera or anything information critical, just a Tuya SBoard and wire it into a little latch. Total cost of $40 or so. Tuya has an app with API. Alternatively you could get a Tuya smart drawer lock which will do the same thing but you don't need to wire it up. You'll need a WiFi keypad/key switch nearby if you want a local key option though. I'm not a fan of battery powered devices, so I'd go for something powered, but that's a personal feeling, not a rule.
