Repurposing inbuilt Garmin power supply for phone charging

My car has an inbuilt Garmin naviation kit with a power supply that came included, factory made, and cannot be removed.

Since I don't need an old Garmin, and I've already figured out how to attach my phone to it, I was wondering if it's possible to splice these cables (picture middle) onto one end of a USB-C cable (picture top left) and to convert it into a USB-C charging cable for my phone or dashcam?

Would this even work? I've read that a USB-C cable needs to be able to ask the power supply for power. Which wires do I splice together, and can I just used those dolphin connectors (in the picture bottom left) to combine them? I do think it said 3-5 Volts somewhere so that should maybe be ok?
