Texture optimization modding?

I have a 10+ year old average laptop and it's not really meant for gaming. 60fps in some interiors most of the time, and 30-40 usually. When I used to have a computer that could run Skyrim, there were these texture optimization mods available that would replace the game's textures with more optimized, better compressed ones, optimize lighting, et cetera. Is there anything similar? If not, could I make it myself? I figure one of yas has the technical know-how.

On an unrelated note, I'm running off Intel HD graphics 4000 and I get no model textures in inventory or character screen - Just the normal maps in inventory. -dxlevel 70 fixes it but makes the rest of the game look and run 10x worse. Anyone have a fix?
