Prepaid Debit Mastercard - Military Program Incentive

I recently received an email saying that my virtual debit mastercard was ready. I followed the instructions on the email which entailed redeeming and activating the card. I tried to use the card at several stores where Mastercard is accepted and the card won't work at all. I also checked to see if it needed to be registered to make online purchases per FAQs on the website. I also called the number provided for the prepaid card. The prompts informed me that since my name was on the card that I didn't need to register the card. So I have no idea what the issue is. The card isn't expired I received it last week. Please advise.
