Got stuck in council lift for over 3 hours with a 6 year old child and a type 1 diabetic. (England)

NSFWTraffic & Parking

Used a lift that is part of a council owned/operated car park. The lift stopped mid travel, called the emergency call button to get in touch with the lift operator who ended up cutting us off after failing to be able to hear us. Called the emergency call again and reported the incident and they said they’d call us back with an eta on the lift engineer. They never called back.

Called the council line (note was present in the lift). The chap was actually very helpful (to a point), who called the lift company on our behalf and came back to us saying they were going to be 3 hours away. I indicated at this point that I was with my six year old daughter and my partner, who is a type one diabetic, and the council chap agreed 3 hours seemed unsatisfactory, called the lift company who apparently escalated the call out, bringing it forward by 30mins.

The council chap also attempted to get council key holders to attend but seemingly they couldn’t as they’re not authorised to assist or some such wording.

Roll on 2.5 hours, we get a call from the council chap saying the lift company’s eta is back to that which was originally stated and when the chap eventually turned up, he said he was the first guy called, was clear he’d be as long as he was as he’d driven from half way across the country so I suspect the “escalation” was nonsense.

My daughter was pretty shaken up by the whole situation and will not get in a lift now. My other half’s blood sugar was dropping like a stone.

Is there any recourse from this? I can’t help but feel the council had a duty of care that was frankly dismissed. We had no water, no food, it was cold. It seems an unreasonable time to be left stuck in a box.
