Asking for "Approval" for PTO?

I worked at a F500 out of college, and then spent 10 years at one of the FANGs. At those two companies there was an annual PTO allotment and you were pretty much free to take it off however and whenever you wanted. Employees were just trusted not to negatively impact their teammates (i.e by taking the week of a launch day off without adequate coverage).

I just joined a startup 6 months ago and the founders just put out a new policy that we have to ask permission and get approval ahead of time before taking any time off. This really rubs me the wrong way and I am trying to decide if I am overreacting or not. I just hate being treated like a kindergartner. RTO attendance tracking is the main reason I left FANG in the first place.
