University vs. Embassy Track - from Canada

Hi, I'm from Canada where there's only 3 slots available. Is it easier to apply via the embassy or university track? (sorry in advance if this has been asked before). Also, does anyone know of other (maybe easier) scholarships to get as well? I'm hoping to do graduate school for international business or computer science.
